will an RB250 fit if the armboard is cutout for an SME but does not have any SME hardware?

This will raise the arm by the width of the cadmium plated washer.As FredJ tells everyone, wear gloves when you handle cadmium. It is just as nasty and has the same permanent damage as lead and mercury.
The 7/8 inch washers above and below the SME cut out will allow you to tighten down the Rega.
I do this on a bunch of my project arm boards since the Rega arm and the Unitrac both use a 7/8 inch hole and the SME is generally a 1 inch to 1 1/8 inch slot.
Sounds like you bought the Thorens! I am sure you will love it. Are you using a heavyweight counterweight with lowered center of gravity on the Rega? I bet you are, but if not you should hear the difference in the bass and the midrange.
just the info I need. Now I can move the rb250 over after i strip and stain the plinth. Later add an SME goes into the slot instead of the RB. I was going to keep the rb but what with removable headhsells, but then again ... a good problem to have. :-)Yeah, I got a Technoweight ... don't you remember butting heads with me over that Kerry weight?
