im rewiring a rega rb 300 using cheaper wires.
i followed the instructions grounding the black wire to the blue wire of the left channel and removing the paint on the front side of the tone arm, splaying the ground wire under the rubber plug as instructed.
im still getting a loud hum.
what did i do incorrectly?

It is not necessary to run a wire to the front of the arm tube and bury it under the rubber plug. That is plain stupid and I wish the guy that suggests that would go away.The black wire inside the arm which is soldered to the left channel minus lead, blue, is soldered to a small brass clip wedged into the threads which hold the counterweight stub. Through this the arm tube IS grounded.
You say you are rewiring using cheaper wires. Cheaper than what? What exactly did you replace?

If the clip for the ground is not there someone, not Rega, took it out!You'll need to describe in more detail this "cheap" kit. Even with the stock cable there is no hum.
Where did that guy come up with the idea of adding an additional ground loop to the Rega wiring????Go away? Garth he should be forced to listen to 8 tracks for the rest of his miserable existance.

Something is wrong, either kit is not good to start with, or you installed it incorrectly.Why don't you give us the beef so that we can help you.
What kit, what does it consist of, detailed explanation of internal and external wiring, how you installed it i.e. what and how you took off, photos wont hurth either.
