...It's an Oak audio 'The Oak' turntable from the mid-80's (the red drive belt gives it away). From what I remember, they were pretty good - it competed in the Systemdek/Rega 3 part of the market, but didn't get much of a toehold as it wasn't quite so well reviewed - they didn't make many, so it is indeed a very good find! I heard one at the time and liked it, but I can't help with the bearing ;o)

I agree, i bought one of these from 'Cash Converters'(UK used goods store) a good few years ago. It didn't have a matt though, just the grey platter. Anyway the arm on it, which i'm guessing was the same, had some play, side to side. I didn't keep it because the belt slipped off when i switched to 45rpm, and i couldn't see how i could get a replacement. I remember it sounding good.
As for Oink, is that an actual company/Hi-Fi name? Possibly it was badged as such in your country. The deck i had was unbadged. For the arm, try a search for Mission bearing play, or a post on that subject.

Does a Rega have the same mounting postion as the Mission arm, i'm not sure it does.
