With the systems powered up, there is a light but noticeable scuffing(static like rattling) coming from my right speaker's woofer when nothing is playing. I've checked all connctions to make sure they are tight.FYI, I have tube pre, hybrid(tube input SS output) power monos. Could it be the crossover on the speaker?(speakers are <2years old BTW) Or could it be tube problem? Or...
Would appreciate your inputs.

Swap the signal tubes position from left ch to right channel
if the noise moves ((it is the bad tube)),if it stays its a ((bad tube connection))

that's my bet. Spray all tube sockets with contact cleaner.
Sounds like your amp is leaking DC. It should be checked out and repaired before you loose your woofer.

Switch the speaker leads between the left and right speakers. If the scuffing sound stays with the same speaker, obviously it's a speaker problem (driver or crossosver).I am at a loss as to why you hear the scuffing sound when nothing is playing. I'd have guessed tube rush, but that ought to be coming from the tweeter, not the woofer. Does the scuffing sound go away when you play music? Maybe it's a voice coil problem - when you turn everything off and gently tap or push the woofer cone, do you hear the scuffing?
I forgot to mention that this light scuffing sound is not constant, I may not hear any problem with it for hours and all of a sudden this scuffing sound comes on for a minute or two and stops.For this reason, I haven't tried swapping the speakers yet. And this scuffing not very loud so may be it is present when the music is playing, but I cannot tell. Voice coil seems to be okay.
