Hi, I'm trying to get a speaker system but I have no idea how all of this stuff works, with all the different types of speakers and equipment out there. It's just confusing. All I want is some decent sound for my TV. Can someone help me out?

powered speakers.But SO much depends on how much you're willing to spend. You can get a decent pair of powered speakers for, say, $350 that are often used in multi-media applications, like video editing systems. Mackie, KRK, and others are good choices here. You might need RCA to XLR connectors to make them work but they can be found or made. Some probably can work with RCA-only connections.
But generally speaking the people here are more oriented toward higher end systems. I'd say the big majority focus on music-only systems but there's a solid body of people here who pay some attention to home theater. But most people are pretty ambitious in what they're trying to accomplish. It sounds to me you're just looking for a decent pair of speakers. If you're not looking for especially refined sound and you want surround sound that's another matter. I've no particular interest in surround sound at home.
How about a list of what you already have and maybe a picture or description of where your speakers will be placed."decent sound for your tv" could be interpreted as remote speakers driven by your tv, to a surround sound set driven by a AV receiver.
All I have right now is a TV and a DVD player. Can I just buy some speakers and hook them up to the DVD player or do I need a receiver? Also, there are so many types of speakers out there I have no idea whats the difference between them.
I recommend a AV receiver, they range in price from next to nothing, to 'are you serious' but with an AV receiver you'll get a remote to control your volume, and you could later add the surround speakers if you want.As far as speakers you need to decide between small "stand mount" type and floor standing speakers, then look at buyers guides to find inexpensive speakers that aren't awful sounding and figure out what you should spend on them.
