In my opinion, if your room is 8 feet by 10 feet (or less), you would be probably be better off with headphones. The best ones for the diehard loudspeaker lover would be the AKG K-1000 "earspeakers", simply because they sound more like loudspeakers than any other type of headphone. You can even team them with a subwoofer later on if you'd like. They are available on the used market for about $500, if you look around...
Agree with the headphones, I use Koss ESP9b electrostatics and they knockoff most of the best speakers out there. For a speaker try the A/D/S/ L-300 or 400 series, well with the price range. On a cheap, look for a set of Radio Shack Minius 7s, early type acoustic suspensions.
Soliloquy Sat5, Phase Technology 2.5 or 4.5 Teatro and finally (don't laugh) Radio Shack Pro AV-88 with the Lineaum tweeter simply awesome if you can find them! Good Luck...
Headphones!

Epos ES 12,Ruark Epilogue, Celestion A, Paradigm Mini, Audionote AX-2, Paradigm 20s, Quad 11L (great speaker), and so on.It's hard to go wrong with small 2-way 8 ohm (86-87 dB) monitors that retail new for more than $1000 or so from most quality mfrs, but of course there are exceptions. But in general, these are easy to drive, have great mid-range and trebble, fantastic imaging, and are totally non-fatiguing to listen to. Some mfrs try to add more bass and dynamics, like Dynaudio. Stay away from them. They are querky and demanding downstream. Epos and Rega and Paradigm are sort of middle-priced, quality speakers, a touch below Proac, Spendor and Harbeth, but great deals. I think my favorite for the money are the Quad 11 and 12L's. But, honestly, the differences are hard to hear between the $2500 and $1000 (New) sets; used they can be had for half price.
You really can't go too far wrong. The tiny NSM's , is it, also look intriguing, but are rare.
and preferred the Spendor by a large margin. The Quad has a slightly fuller sound with more bass, but the S3/5 beat the Quad in every other way: detail, soundstage (depth and width), life, timing and micro dynamics. Listened to the Spendors and Quad together with a friend on a Linn Classik and a Jolida 302b.My friend kep the Quads since he has a fairly large room, but we both preferred the S3/5 for the smaller rooms and in the nearfield.
The Spendors are a little out of your budget, but they are great speakers for a little more.
Happy listening.

...wonderful small speaker.
I would 3rd the Spendors but they ain't goin' to happen for under $400. The NSM model 5 is very small, sells for $295 new. Check out the soundstage review.
You might also check out the Reviews of the Role Audio Kayak. It is the more expensive sister model to the NSM model 5. Sell for $695 new. Although rarely on Audiogon I have seen a couple of pairs go for a little under $400, used.
