The CRT process raises the filament voltage in steps for about 10-12 minutes to burn off unwanted residue on the cathode. I am not sure how to perform the same on an open filament type tube. The CRT raises the 6.3 volts in steps to about a peak of 10 volts for 5 minutes.

You could try one 45 tube & slowly raise the filament voltage to 4-4.5 volts for 5 minutes & retest the tube at standard filament operating voltage. Do not test the tube at higher than specified filament voltage.
