M60 balance shifting. help

Recently, the image has moved significantly to the right when running my M60 Mk3.1's. I have tried two other amps and the image returns to the proper balance.

I assume that the gain in one amp either increased or decreased causing the output to be different and the image to shift? Is the total gain for the amp determined by V1 and V2? Are the tubes in this spot the likely culprit? If not, how do I fix it?
