First of all, Congress hasn't declared war against any nation lately. If I recall my US History correctly, only Congress can declare a state of war.
Second, the USA hasn't mobilized its population or its industry for war. The "Draft" hasn't been reinstated and there is no planned organization of the industrial capacity of the nation. Consider the economic and social upheaval required for the successful prosecution of WW2.
In every other war, the US has financed part of the costs by raising taxes. One of the mainstays of Bush 43s administration has been tax cuts. Its understandable that a war would cause devaluation of the dollar but have you seen the decline in the value of the dollar due to the administration's monetary policies? As an example, the price of a barrel of oil has doubled in Euros but has quaddrupled in dollars.
The troops are at war but the rest of the country is still going to the lake or the mall.
