If you recall, we had to move very quickly as Saddam was massing troops along the border of Saudi Arabia. In order to garner world wide support we agreed at the UN securiy council that we would only liberate Kuwait, nothing more.

Good thing Colin Powell didn't prevail, he wanted to give sanctions time.
