Yes, but the key here is whether or not we are able to implant representative democracy. Their values are different than the US, the role religeon plays in their lives is different than the US. This is to be expected.
However, a representative democracy is not likely to order a nuclear attack on another country. It is less likely to invade another democracy, as Bush has pointed out.
Compare it to Iran, where the duly elected parliamentary body was thrown out by the Ayatollah? Where nuclear development proceeds apace whether the people want it or not, where dissidents are jailed and beaten or run out of the country, where democracy has been totally subverted.
If this also happens in Iraq, our efforts their would have to be considered a failure.
