it is easy to control the media since they can not roam freely throughout the country with out a strong guard. Take away those guards and bingo: you control the press. But control of the press as you so correctly point out has been a primary objective of the government. They first utilized it during the first war and used the lessons there to fine hone the controls in the second war. No photos of caskets, no interviews (initially) of the wounded: all this was a calculated move to stifle any protest of the war and to cloud the view of the public at home.
When the press can not roam freely, it is also a true indicator of the state of the "peace" in Iraq. If a reporter needs a small convoy of guards to accompany him out of the fortified green zone it not only limits his viewpoint, but again speaks volumes about the state of the country.
