Can someone explain to me just what a US President can actually do about the price of oil?

That is, through the proper, diplomatic channels. Maybe I'm being negative, but I don't see what can be done about the costs.

Healthcare may be different, but when it comes to commodities, it's a global market and I guess the market dictates the value of everything.
