Electrics LIKE steam engines produce the Max Torque at SHAFT STALL. Or, ZERO RPM.
Torque of an electric actually Decreases after that.

Coupled with a gas or diesel engine in a 'parallel' hybrid configuration, you get the benefit of electric torque off the line and the RISING torque curve of the gas or diesel engine.
