RE: We need "bullets that will only injure and stop people and not kill them"

For years now, people have been trying to make "safer bullets" that *stop* or maim, but do not *kill*...

Bullets made of rubber, plastic, or other lightweight materials. Bullets filled with tiny shot pellets as a replacement for heavy slugs. Expanding bullets designed for limited penetration, etc...

The problem with all of these "safer bullet" designs is that none of them have been shown to reliably stop a truly determined person and/or a person who is high on drugs, filled with adrenaline, etc... The only truly reliable STOPPERS are bullets that hit hard enough and penetrate deeply enough to destroy a lot of tissue, cause massive bleeding, and disrupt the nervous system.

The responding officers first duty it to protect others and himself by stopping the suspected violent perpetrator in his/her tracks as efficiently as possible. The only proven way to do this is (in many situations) with sheer force. Unfortunately, this sometimes means that guns and standard ammunition are required. This is the main reason that police and military people continue to carry sidearms or rifles.

In a relatively small percentage of cases, standard bullets have been known to fail too - mostly in cases where the assailant is truly determined and/or very high on drugs. But guns that use traditional slugs remain the best "manstoppers" we have (short of bombs, in certain instances), at this point in time.

In the future, stunning rayguns like those used on Star Trek might be made available but we are simply not there yet.
