There are many possibilities...

The cop may have had his gun trained on a certain point but twitched slightly just as he realized that he had pulled the trigger in error. A slight twitch at the very last moment during a trigger pull can easily misplace a shot by few feet in any direction.

We'll just have to wait and see what the facts bring in. We must all try to withhold judgement until then.
