I'd think anybody 45-50 or older... I rebuilt a few in my days, I'm 51, and not a mechanic. Newly trained mechanics, who knows.
I had a "hopped up" 350LT1 4 speed Monza when I was younger. I used to run a Holley to go quick, but it needed rebuilding once in a while. So I also had a 625 Carter that I threw on while working over the Holley.
