Pacquiao does have the power to knock his opponent out with a 59% success rate on any given fight versus 55% success rate for Mayweather with his punching accuracy. This fight will come down to punching power versus accuracy punches and faster combination punching with power versus faster single hand speed.
The equalizer for any boxer in any fight is his power and Pacquiao is blessed to have it and has been described as more of a super quick and hard snap whereas Mayweather is more of an accurate puncher and can wear a boxer down as the fight goes on. I've a hunch that Mayweather will respect Pacquiao's power and he will not engage in a toe to toe match with him, but will instead employing his long jab advantage to negate it throughout the fight.
I'd agree with you, if Pacquiao is to win this fight he will have to score a TKO on earlier rounds otherwise Mayweather on a unanimous decision.
