Part of the Post WWII deal was the importation of certain persons who would otherwise NOT have been admissible. They included Nazi Missle Scientists, Von Braun among others. These guys pretty much put us on the Moon (if you believe THAT one!) 25 years later. Other Nazis were rehabilitated and allowed to help govern post war Germany.
