What you DON'T know about Prop13 would and HAS filled several books. If it wern't for prop 13, the tax-and-spenders would continue to raise valuations and basically run fixed-income types OUT of there homes. That was perhaps the main reason for Prop13 in the first place. Stability has a value all its own. Ever increasing property COSTS with little actual value increase due to inflation feeds a 'churn' of sales/purchases of homes since fixed incomes rarely keep pace with inflation.
As for the NEW law, I suspect that ONE reasonable defense would be to get the 'partner' to sign a 'sex release' stating: 1. No Duress 2. Sober 3. Informed Consent 4. Limits of Post Coital Responsibility.
Any reasonable attorney should be able to wrap that up in 5 or 6 single spaced pages. As a matter of FACT, I'll take credit RIGHT NOW for the coming App (no pun intended) which will be on a smart device Near You within a matter of a few weeks.
