Many colleges have had this kind of law in effect for at least that long.
It's fuckin' ridiculous, but the faculty feminists pushed it through.
Here's a scenario from Bryn Mawr for example:
Step 1) May I kiss you
- if yes, proceed to -
Step 2) May I touch your breasts
- if yes, proceed to -
Step 3, 4, 5 etc.
By the time all of the steps are completed as per their rulebook the poor ol' boy might not be able to maintain his erection!
Oh, I see, it's really a substitute for conventional birth control methods, isn't it? ;-)
