that's easy to answer: CIVIL LITIGATION.
You try to be a nice guy and you think that you're helping and the next thing you know you're in civil court fighting to keep from being financially destroyed. Sorry, too late.
If the person (or his estate) that you're trying to help doesn't destroy you finanically, then your own lawyer will.
It is sad indeed that a person can be stuck by a car and just left lying in the street and no one comes to his aid, but it is also just as sad WHY people are reluctant to help.
Some states have "good Samaritan" laws, but those laws don't always protect those giving aid to an injured person like you might think they would. I think it's past time for the civil litigation laws in the U.S. to be rewritten.
