I've seen women do that while standing in lines, etc. It's not a good thing and makes me squeamish. Painful to look at, it appears that they broke a leg or ankle. The ones who do this are the ones I see in running events who swing their arms side to side, instead of back and forth.
The whole posture is slovenly. They will run with toes pointed in, knees rubbing together, butt swinging side to side like a barn door in a tornado, and arms swinging opposite. They always look gassed, even on low mileage, like they just can't get an aerobic break. Their running posture is actually working opposite of any forward motion.
Some women have hips wider than their shoulders, which gives them a predisposition to these harmful mechanics, but they don't have to give in to it. Getting their arms to clear their hips while running can lead to the other misadjustments.
