Cats (or dogs for that matter) allowed to roam freely outdoors have a very high chance of coming to an early and probably not very pleasant end. Cats are also documented as significant predators of songbirds. When I was a kid our free roaming cats brought home endangered lizards so cat predation issues aren't limited to birds. Sometimes older adopted cats can be very difficult to transform into house cats but in the case of a kitten it should be a no brainer.
In my rural area in addition to the risks specifically cited by the humane society we have coyotes, fishers, large hawks and owls, porcupines (a bigger risk for dogs), traps, and hunting seasons (people who can mistake a cow for a deer or child or a dog for a wild turkey can certainly shoot a cat or dog by mistake and a small percentage would do it intentionally).
