I had to kind of chuckle at that, because it seems to me there are a lot of different opinions regarding what concepts really are embodied in the Second Amendment. I just checked wikipedia and the history behind that amendment they describe is completely different from my understandidng.
But it is good to hear that an effort is underway to reduce the number of weapons in the hands of potentially lawless citizens. I am amazed that the images we see of so many countries show so many without adequate food, good water, medical help and so on, yet everyone seems to have an AK47 in their hands. I've read you can buy them in Iraq for $5!
Similar programs are carried out here from time to time, but I have no idea how many weapons are actually taken off of the streets. I have this sneaking suspicion that many "bad guys" go dig in grandpa's closet looking for an old rusty weapon of any sort, which they immediately turn in for whatever cash bounty is being offered.
