I think I know where he got this stuff. Apogee UV22 came out in 93 or so, Now they offer the new high-def version. But all that it does is manipulate the noise and allow for less truncation from 24 bit to 16 bit. Apogee states that DVD audio benefits from 20 bit, not RBCDs. Apogee does not make the claim that 16 bit CDs sound or have more information than 16 bits. That's silly. What they demonstrate is how they allow more and more of the accurate data than truncation alone, or other typical SRCs, etc.
If you are making a redbook CD, the math is the math. If you are getting less than that, you have an inferior playback system.
