A 15 K passive preamp should be more than adequate to drive a 250 K input impedance. The rule of thumb is that the driven device should have an input impendance at least 10 times the output impedance of the driving device. In your case, a 200 ohm source going thru a 15 K pot will have an output impedance around 7 K, always lower than 15.2 K ohms.
I hear a reduction in dynamics, punch and rythm with any passive preamp (for example DACT 10K/Cardas wires/cardas RCAs) as compared to good preamps. This is normal and should be expected.
I guess that you heard the limitations of the passive preamp with the Welborne amp, because the WL amp has much higher resolution than the Dynaco.
