Rod M has a contributor date of Match 1, 1999. I don't know if Rod has been the only webmaster for the site though. I also noticed that Oakroot, a longtime Bored member also has a contributor date of March 1, 1999. It's circumstantial, but this makes me think that March 1, 1999 may have been when the site went live.
