If you use a high gain amp, you just need a volume pot.

The Mullard 5-20 was designed to amplify a low output tuner or ceramic cartridge without a preamp. Preamps were very noisy then. You can just find a reasonably high gain amp with a volume pot and a high enough input impedance and you will be fine. Tube amps have that high of an impedance. A modified Mullard would work if you are a DIY guy.
