Home depot has several texture spray paints. One I use a lot on metal casings is the wrinkle texture. Works well and easy to use. Try to remove as much of the old paint as possible and clean it very well with a tack cloth. Also found in the paint and refinishing isle.

Or you can find a local auto parts dealer. They also carry many kinds of excellent wrinkle spray paints that were used to restore old dash boards.
