A balance control works by adding resistance to the volume control circuitry of 1 channel and reducing the volume of that channel. In the center/"neutral" position, resistance is not added to either of the 2 channels.
I'm uploading part of the DH-110 schematic. All you need do is short the "hot" terminal of each balance control deck to its corresponding wiper and the deck is out of the signal path. Make certain that you do not short the wipers to the grounded terminals.
