Eico HF-12 power tranny question

howdy, just picked up a cosmetically beautiful one of these, however as I was checking the underside, I see the power tranny was disconnected at every point. There is some dark goop around the area of the tranny and the paper covering is pretty dried out, I supposed it overheated at some point and was electrically detached. A quick check of the sections show continuity and no shorts, am wondering if/how to go about testing the tranny, just wire it back in or? thanks
