It is usually one of two things -
1: Phenolic sheets - either linen or paper soaked in resin and cured - Great dielectric - and can be machined well - just mind the fumes
2: Fish Paper - a fibrous dielectric - again a paper impregnated - can be quite thick- 3/16" ~ max but sturdy enough- thinner sections were commonly used in winding transformers...
