It would be a fairly easy mod to add a preamp out and power amp in, as Eli mentioned. A lot of amps have this feature,and include a jumper for when they are not needed.
The correct place would be at the input to the pentode section of the 7199.
Remember to disable the power amp by removing the power tubes if using it as a preamp only. You can damage an output transformer by driving signal into no load.
