Looks like a "hi-Pot " test amp-
for Intrinsically Safe electronics (Used in hazardous locations - think grain elevator, off shore platform, refinery) before they can be sold/shipped they go through a process of "HI_POT" testing where based upon the claims of the device under test - there is NO POSSIBLE way for voltage to escape - causing an arc - which could ignight the hazardous condition that the unit is installed in-
Years ago I worked for a firm where we made lots of devices certified for Haz Locations - Groups C & D - refineries etc - the testing was pretty scary from my perspective - but then again so is testing the amplifier for a Beveridge Model 2/SW
