Is that a ceramic body? Can't really see too well but it appears that there is some sort of a seal at the ends, or is that simply a solder blob?

FYI I have some Japanese caps, somewhere, which have a ceramic body and are physically small and have small uF values. A long time ago they had the reputation of leaking, so I never tried them. They had white ceramic bodies with blue print, and look similar the ones you pictured, although they were not labeled Matsushita.
