They don't allow sellers to post negative feedback about buyers, but buyers can still neg-rate sellers.This is an excellent change, and I'm glad for it. What had been happening was that if a buyer had a bad experience with a seller and posted a negative rating, the seller immediately retaliated with a negative rating for the buyer, whether deserved or not (it usually wasn't - far more chicanery goes on on Ebay from sellers working scams than from buyers).
Since, in general, it is more important for buyers to have confidence in the sellers and goods they are bidding for (otherwise, the whole system collapses) the ratings system should be slanted to assure as much accuracy as possible when rating sellers. Removing the threat of neg-rate retaliation from sellers against buyers helps to assure this.
I'd be much more leery of giving this wacko a negative rating, if I knew he'd immediately post a negative rating to my record in retaliation. Now, I don't have to worry about that - and this guy's perfect record is about to be shattered. As it should be.
