eBay has set up a very flexible set of filters which the seller may choose to use or not use. Sometimes it is annoying to the buyer. For instance, I live in Canada, but I'm only about 15 minutes from the U.S. border. I routinely buy stuff that is listed as "will ship to United States only" and ship it to a commercial receiving facility on the US side of the border. I recently found out that if a seller checks the "ship to US only" box, then this choice by default also places a check mark in the "accept bids from eBay-US registered users only" as well... who, exactly, does that benefit? I'm sure that when someone at eBay set it up, it seemed perfectly reasonable to that person that nobody would EVER want to have something shipped to anywhere but their home address...
