From my initial post:

I've carefully and repeatedly tried to set it up per the owner's manual, but nothing works.
The owner's manual gives specific instructions on how to set the tonearm weight so that the tonearm "floats" with both the stylus pressure and the anti-skate dials set to zero. Only after this is done do you go ahead and set the dials to whatever weight/skate numbers are correct for your cart.

I have done this repeatedly, (and gotten the tonearm to "float" every time" and then tried weights and skate settings ranging from 1.0 to 3.0. Nothing at all works.
