Yep, that is the PEC. Possibly replacing it would improve things. The caps, even encased will drift over time. Even back when the idea was the flavor of the day, some persons found replacing them with good caps and resistors yielded better sound. What they were good for was putting through a standard test proces and matching sets. Have to remmeber back then caps had immense tolerances. +/- 20 - 50% was not uncommon.
