You might get a jumper set and a 25 ohm 3w rheostat from Rat Shack to test.

I picked up a pair of Pioneer CS-99a's that sounded dull -- just worked the switches and L pads until they evened out. They had a lot of fiberglass dust switch contamination, so I didn't add to the problem by spraying them with sticky lubes -- just vacuumed.
