I'm guessing a lot of the MP3s you're hearing that sound lousy are improperly encoded, low-bitrate, recorded into the computer with a crummy sound card, or a combination of the above.
At around 192 kbps they can sound pretty good, and a 320 kbps MP3 is basically CD-quality. All of the CDs, vinyl and tape I rip to digital is done at 320 kbps. I can't tell the digital copy from the original.
VBR (Variable bitrate) MP3s can sound nearly as good, if you keep the bitrate up, and they take up a little less real estate than the CBR (constant bitrate) versions.
