I think that speaker is old enough that they may not have been thinking about imaging. That wasn't really an up front concern until the middle 70's with most companies. The fact the drivers are rear mounted to the front panel kind of dates the speaker.
Putting the drivers to one side is done so the path lengths to the edges are different in every direction to have any edge effects (diffraction, reflections) spread out in frequency for smoother response. The two tweeters being side by side will cause interference patterns, and will also make their output directional in the horizontal plane. Perhaps to try and match the directivity of the midrange at the crossover. As it turns out, the ear is sensitive to sudden changes in directivity.
