These can have a number of issues to deal with. 1st are caps out of spec. Also, these were plagued with cold solder joints as Fisher (as were all) was trying to get new tech soldering down and they experienced problems with incorrect bath temperatures. It is not uncommon on the the US produced Fisher SS units to need at a minimum a reheating and flowing of solder or better a wicking of the old solder and flowing in new solder. This is not unigue to Fisher.

Also, while at it, pull the output transistors and clean off the old paste. Be careful not to destroy the mica insulators. Apply new paste.

I do not have the manual for these but the fact the output is low but there is a good indication that you probably do not have catastrophic component failure and that is really good. The 500 ss series were really nice totl units from Fisher and well worht the effort to bring back. I have the older 600T hybrid and it really sounds great but also has the same issue you are experiencing.
