If the receiver has both AM and FM, and if both are inoperative, I think a power supply problem is more likely than the other theories (though they are all plausible).

Typically there will be some sort of voltage regulator circuit that supplies 12-14 volts to tuner circuitry, and that circuit is where I'd be looking for the problem. It's very common for the power transistor in such circuits to fail.
