RE: Whistling noise on the test bench

Sounds (no pun intended!) like you're on the right track. If you're introducing sufficient noise to initiate an oscillation, I'd be looking for poor/corroded grounds in the amp as well as clean all tube sockets, etc. In other words, look for deteriorated connections and ensure all contacts are quite clean. Without this, your troubleshooting could well lead you into the weeds, so to speak.
