Sounds kind of like the later variant of the ST-70 sold by Sound Values - here's a not so good photo of one I had for a time. It had some LEDs that indicated tube bias, iirc. It did have a better power transformer than the original ST-70, not sure about the rest of the circuit. The few I've seen bought and sold have commanded higher prices than the garden variety ST-70's.
