HELP DIAGNOSE MY HEATH W-5M PROBLEM

O.K., here goes. I have a Heath w-5 that has been gone through and old capacitors etc. replaced by my tube guy. I've moved and don't have access to his wisdom, now I'm looking to you all. I'm somewhat of a novice so bear with me. The amp turns on, tubes light up but no output. The bias adjustment isn't reading anything when I put my multimeter in. It seems simple but can't figure out what's wrong. When you put your ear up to the transformer you can here an electrical hum like usual. Any thoughts?
