Don't use fishing line or pay a shop to restring your tuner. Real tuner cord is still readily available. You'll need about three feet of it (with plenty to spare). Have the seller leave the tuner as it is, so you can estimate the length for the cut. Make sure he doesn't lose the tensioning spring or bugger up the dial pointer. Have him use blue masking tape to hold the loose ends down so the whole thing doesn't unravel all over the chassis.
It takes about 10 minutes to restring a KM-60. Just string it tight enough to slightly tension the spring. Once done, all you need to do is recalibrate the pointer position and you're good to go. This is also a good time to clean and lube the pulleys (unless nylon), adjust and lube the flywheel assembly and lube the main bearing of the capacitor assembly. Don't lube the pointer track - it doesn't need it.
Do a Google picture search on KM-60s and you'll likely see a chassis shot showing the stringing path. But the KM-60 is very straightforward, and there are really only two directions you can string it.
