Likely you have a flaky input connection on the tuner, or at one of the RF cable connectors. I would check the tuner RF input connector out, take off the lid and test with an ohm meter. Also check the cables with an ohm meter, both plus and shield - typically it's the shield connection on cables that goes bad. On the tuner input connector, it's usually the center conductor that goes bad or gets screwed up.
